Is this an input?

So the timer is not in the input menu on CircuitVerse but, I created an alarm circuit where the timer goes on/off every 400ms, this is just to cause blinking LEDs (for effect) to show the alarm has been triggered.

So is the timer classed as an input that should be included in a truth table..?

I think in the case of your alarm circuit on CircuitVerse, the timer appears to be used as a component to create a blinking effect for the LEDs. The timer itself is not directly influencing the logical behavior or output of the circuit. Instead, it is used for visual feedback or aesthetic purposes. In a truth table, you would typically include inputs that directly affect the logical behavior of the circuit and determine its outputs. These inputs could be switches, geometry dash scratch, buttons, or other components that control the state or behavior of the circuit. If you're creating a truth table for your alarm circuit, you would focus on the inputs that have a direct impact on the circuit's behavior, such as buttons to trigger the alarm or switches to control certain functions. The timer, being used for visual effects, wouldn't typically be included as an input in this context.
